① Basic Introduction and Structure:
BKPM is currently referred to as the "Ministry of Investment and Downstream Industry / Investment Coordinating Board". It is the overall coordinating body for foreign and domestic investment implementation in Indonesia, and the core entry point for enterprises into the OSS licensing system. It is responsible for investment promotion, as well as coordinating investment permits, investment data, downstream industry promotion, and handling cross-departmental investment obstacles.
② Department Role and Operational Methods:
BKPM manages NIB, business licenses, investment activity reports (LKPM), industry access, KBLI classification, enterprise risk levels, and certain investment facilitation matters through the OSS risk-based licensing system. When enterprises establish a PMA, choose business scope, confirm foreign shareholding ratios, declare investment amounts, and obtain operational licenses, they typically go through the OSS/BKPM system and undergo joint approval with relevant industry authorities.
③ Usefulness and Relevance for Chinese Enterprises:
For all Chinese enterprises, BKPM is the first entry point for landing in Indonesia. Registering foreign-owned companies, applying for NIB, confirming KBLI, determining whether an industry restricts foreign investment, submitting LKPM, handling OSS license anomalies, and applying for certain investment incentives are all closely related to BKPM. Especially for manufacturing, trade, e-commerce, industrial parks, downstream mining, services, and large investment projects, the BKPM rules must be clarified in the early stages.
