The China-Indonesia "Two Countries, Twin Parks" is a flagship project for
high-quality Belt and Road cooperation, aligning with Indonesia's "Global Maritime Fulcrum"
vision and the implementation of RCEP. Based on the
Fuzhou Yuanhong Investment Zone and three industrial parks in Indonesia, it has formed an industrial cluster led by
food processing, with bilateral economic and trade cooperation deepening continuously.
The park relies on
top-level design, infrastructure connectivity, and factor agglomeration for its construction: a
vice-ministerial joint working mechanism and multi-level coordinated promotion system have been established; port, logistics, cold chain, and customs clearance facilities have been improved, building a
sea-land-air-rail intermodal network; policies at the national, provincial, and municipal levels provide support, with
72 cooperation projects implemented, total investment
exceeding 93 billion yuan, and accelerated agglomeration of capital, land, and technology factors.
Currently facing
five major issues:
- Insufficient policy and institutional alignment
- Underdeveloped infrastructure in Indonesian parks
- Low industrial chain coordination
- Relatively primary industrial structure
- Rising geopolitical and trade friction risks
To address these,
five countermeasures are proposed:
- Strengthen policy alignment and institutional coordination, promote park linkage and human resource cooperation;
- Fill infrastructure gaps, enhance port-industry-city integration;
- Deepen industrial chain coordination, promote cross-border deployment of advantageous industries;
- Optimize industrial structure, foster leading enterprises and innovation capacity;
- Leverage the Maritime Silk Road and overseas Chinese hometown advantages, consolidate cooperation foundation.
Overall, the China-Indonesia "Two Countries, Twin Parks" has
a solid foundation and strategic value, and needs to create a
new highland for China-ASEAN economic and trade cooperation through
institutional, infrastructure, industrial, and policy synergy.
